In a small bowl, combine the espresso powder and milk; stir until espresso powder is dissolved. Add espresso mixture, chocolate syrup and ice cream to blender container. Cover and blend until smooth. Pour into glasses; garnish with whipped cream and sprinkle with shaved chocolate, if desired.
